Open Call: Needs Assessment Specialist

About Us:

The Public Institution Jasenovac Memorial Site, in collaboration with the Kreisau-Initiative e. V. and the Croatian Education and Development Network for the Evolution of Communication – HERMES, generously supported by the Foundation Remembrance, Responsibility and Future (EVZ), invites applications from qualified experts to conduct a comprehensive needs assessment for the “Jasenovac Remembrance Initiative”.

The Jasenovac Remembrance Initiative aims to establish a lasting legacy of remembrance of Holocaust and genocide victims by promoting peace, tolerance, and active citizen participation. Through enhanced educational content, international engagement, and collaborative partnerships, we seek to inspire reflection, learning, and research at the Jasenovac Memorial Site.

Project Overview:

The Jasenovac Remembrance Initiative is a collaborative effort to increase the visibility and international outreach of the Jasenovac Memorial Site as an educational center promoting peace and understanding. Supported by the Foundation Remembrance, Responsibility and Future (EVZ), our initiative aims to enrich educational content, expand international visibility, and foster partnerships to commemorate historical events and promote tolerance.

Scope of Work:

As part of the “Jasenovac Remembrance Initiative,” the selected expert will play a critical role in assessing and enhancing the educational and outreach components of the Jasenovac Memorial Site. The scope of work includes:

Content Assessment:

  • Evaluate the existing content available at the Jasenovac Memorial Site, focusing on its suitability for international audiences. Identify areas that require translation or adaptation to effectively communicate the historical significance of Jasenovac camp.
  • Determine if any crucial information is missing that is necessary for engaging and informing international visitors about the history and significance of Jasenovac camp.

Educational Offer Review:

  • Assess the current educational offerings provided by the Jasenovac Memorial Site, such as workshops for visitors and multimedia resources. Provide recommendations for new multimedia content and educational workshops that can enhance the visitor experience and deepen understanding of historical events.
  • Identify specific topic areas for new educational workshops that align with the goals of the Jasenovac Remembrance Initiative, fostering dialogue, critical thinking, and reflection.

Stakeholder Engagement:

  • Conduct interviews with project implementing partners and individuals from key target groups, particularly educators and youth from Western Europe (with an emphasis on Germany). Gather insights on topics relevant to the Jasenovac Remembrance Initiative, including educational needs, preferred learning formats, and perspectives on commemoration.
  • Collaborate with stakeholders to ensure their perspectives are integrated into the needs assessment process, fostering a sense of ownership and alignment with project goals.

The outcomes of this needs assessment will inform strategic decisions and initiatives aimed at promoting international visibility, educational enrichment, and meaningful engagement with the history of Jasenovac camp. The expert’s findings will guide the development of new content and programs that resonate with diverse audiences and contribute to the broader mission of promoting peace, tolerance, and remembrance of victims. Needs assessment will be in the form of a written report.

Deliverables expected from specialists include a written needs assessment report with actionable recommendations for implementing changes and improvements based on the assessment findings. These recommendations should be specific, achievable, and aligned with the goals of the Jasenovac Remembrance Initiative. The written report is expected by the end of June 2024.

Compensation Offer:

The compensation will cover:

  • Consultation and needs assessment activities conducted within the specified timeframe.
  • Preparation and delivery of a comprehensive needs assessment report containing actionable recommendations.
  • Reimbursement of approved expenses related to the needs assessment, such as travel and accommodation (if applicable), based on project guidelines and budgetary provisions.

The exact compensation details, including payment structure and reimbursement policy, will be discussed and negotiated with selected specialists. Interested candidates should indicate their financial expectations in their application.

Timeline:

The needs assessment will be conducted until the end of June 2024, when the written report is expected. The implementing partners reserve their right to select two specialists or more specialists to carry out the work. If needed, their workload will be divided in consultation with project coordinators. 

Requirements / Specialist Profile:

We seek a candidate with the following qualifications and experience:

  • A background in history, particularly in remembrance initiatives and reconciliation efforts, with a deep understanding of history related to Jasenovac camp and its broader implications for remembrance and reconciliation efforts.
  • Experience conducting needs assessments, particularly in the field of education and historical remembrance.
  • Established connections with educators and youth groups, particularly in Germany, and the ability to engage with these stakeholders effectively.
  • Strong research and communication skills, with fluency in at least two of the following three languages: Croatian, German, English.
  • Sensitivity to cultural nuances and diverse perspectives on commemoration, with the ability to navigate sensitive historical topics with both empathy and accuracy.
